DESCRIPTION

Chimbote and Nuevo Chimbote are located in Peru’s North coast, around 450 km north of Lima. Their metropolitan area has a basic potable water service coverage of barely 70%, operating at best 12 hours a day on average and with pressures below urban standards. Similarly, basic sanitation covers 70% of the agglomeration but most wastewater is still discharged without treatment to the ocean. Water needs are largely dependent on supplies from three rivers, whose feeding regimes are seasonal. Moreover, climate change also introduces a great variability of water resources.

This project supports the development of the “Grandes Ciudades” program led by the Peruvian National Urban Sanitation Program, PNUS. It finances large infrastructure works, their associated detailed engineering, supervision, and project management. The EU-funded technical cooperation ensures long-term sustainability and provides capacity building for PNUS and the public water utility serving the cities of Chimbote and Nuevo Chimbote, SEDACHIMBOTE. The project contributes to the EU’s Equality Flagship under the Global Gateway Green Deal for Peru and promotes participation of European companies in construction works.

The project comprises three components:

  • Expansion and improvement works for the drinking water System, financed by AFD;
  • Expansion and improvement works for the sewerage System, financed by AFD;
  • Capacity Building, financed by the EU.
RESULTS

The project aims to achieve the following results:

  • Approx. 595 km of new or rehabilitated water and sewer networks;
  • Approx. 55,000 potable water and 47,000 wastewater new household connections ensuring last-mile connectivity and targeting underserved and low-income areas;
  • A fourfold increase in drinking water treatment capacity;
  • A pro-poor and gender-sensitive social tariff framework and connection subsidy scheme;
  • Training of approximately 50 staff from PNUS and SEDACHIMBOTE, and the adoption of modernised tools for planning, financial, technical, and commercial management;
  • Completion of studies on service quality, climate risk, and access barriers, particularly for informal settlements, women-headed households, and people with disabilities;
  • The implementation of a Gender Action Plan within SEDACHIMBOTE.
