MINSA signs agreement to improve access to healthcare services for vulnerable populations and migrants in North Lima

The 16 health facilities of the Integrated Health Network and the citizens of the district of San Martín de Porres, Lima, Peru, especially vulnerable and migrant populations, will have access to better health services thanks to the signing of an agreement to implement the project "Strengthening primary health care and improving access of vulnerable and migrant populations to health services in the northern area of the metropolitan area of Lima", which is financed by the European Union (EU) with an amount of 7 million euros. 


The services of 16 RIS San Martín de Porres health establishments will be strengthened, benefiting 700,000 inhabitants.

The citizens of the San Martin de Porres district, especially vulnerable population, and migrants, will have access to improved primary healthcare services delivered in a timely and high-quality manner. This is made possible through the signing of a cooperative institutional agreement between the Dirección de Redes Integradas de Salud Lima Norte of the Ministry of Health, the Agence Française de Développement (AFD), and the Spanish Agency for International Development Cooperation (AECID).

The signing ceremony was attended by the Deputy Minister of Health Services and Assurance, Ciro Mestas; the Director-General of the General Office of International Technical Cooperation, Normy Wieslawa de Pawlikowski; the Director-General of Diris Lima Norte, Odalis Jiménez, as well as representatives from AFD and AECID, Heduen Estrella and José Piqueras, respectively.

"The signing of this agreement marks the beginning of a project that will improve the health of vulnerable populations. The Ministry of Health appreciates the cooperation of both countries, and we will be working to safeguard the health of migrants within our Peruvian territory," expressed the Deputy Minister.

The institutional agreement will be implemented in the 16 Red Integrada de Salud (RIS) San Martín de Porres health establishments, benefiting its 700,000 inhabitants. It will improve the organization and management of RIS to provide timely healthcare and increase access to services through awareness and communication with the population.

The Agence Française de Développement will contract a resident technical assistant through international tender to ensure general project supervision and coordination with the involved parties (Minsa, Diris Lima Norte, EU, World Bank).

"We believe it is necessary, and we want to support the efforts made in Diris Lima Norte. We have great ambitions to accompany the actions that will benefit people's health," emphasized Heduen Estrella.

Diris Lima Norte will implement the project "Strengthening Primary Healthcare and Improving Access to Health Services for Vulnerable Populations and Migrants in the Northern Area of the Metropolitan Area of Lima," funded by the European Union (EU) with an amount of 7 million euros.
